Project of planning responding actions for Montreal Protocol

One of the decisions at MOP 19 was that non article 5 parties HCFC consumption must be reduced by 75% in 2010, which was 10% increase to originally 65%. This project continued to carry on the existing ODS control measures, as well as to reduce HCFC to further down of 10%, the new tasks were shown below: One part of the project was about participating international events. This year, ITRI participated Montreal Protocol OEWG-28 and MOP-20. This project continued the revision of the ‘HCFC Consumption Management Act’ and ‘Methyl Bromide Management Act’. The first draft of ‘HCFC Consumption Management Act’ was accomplished. In the draft, the use of rigid PU foams for low temperature insulation and window-type air conditioners (include split-type) that power less than 7.0kw (Include 7.0kw) both will be suspended from 1st of Jan 2010. The first draft of ‘Methyl Bromide Management Act’ was also completed. In the draft, qualifications for phytosanitary purposes were clearly stated, in order to avoid the use of Methyl Bromide other than QPS. The consumption of ODS in 2007 was reported to Ozone Secretariat. The HCFC consumption was 380.38 ODP tonnes in 2007, which was lower than the amount 390.317 tonnes in 2006. About the ODS allocation, the actual amount of HCFC were allocated to companies in 2008, and the actual use of HCFC in 2007 was recorded. For methyl bromide, the QPS of methyl bromide for allocation was 73 tonnes in 2008; it was 135 tonnes in 2007. As part of the project, assistance the customs to seize the smuggling of the control substances, three training courses were held for the customs and Coast Guard Administration. The DVD of ‘Training Manual for Customs Officers’ was produced, as part of their training materials. This project also supported customs to deal with 12 tonnes smuggling CFC-12 as well as SOP set up. For the public awareness of the ozone layer protection, this project collected the latest news, which was included in electronic paper ‘Ozone Layer Protection in Taiwan’. This project had also designed ultra-violet against pads for school students. For the latest news about Ozone layer, the web site ‘Ozone Layer Protection in Taiwan’ was updated regularly.
